By offering low-fee checking accounts, Walmart dares to go where most big banks won't. Few major financial institutions are willing to give lower-income Americans checking accounts these days -- without exorbitant fees.
But, unlike the big banks, Walmart really needs low-income customers.
The FDIC estimates there are 10 million people living in the U.S. who do not have a bank account — that’s one out of every 13 households. Nearly 33 percent of people living in Starr County, TX can’t write a check. In one census district in Savannah, GA, over 42 percent of residents are unbanked. The unbanked are usually poor, often minorities, and find themselves shunned by banks that can’t make money off them. Typically, they end up turning to predatory check cashers and payday lenders. Many also feel a great sense of social division between themselves and those who have bank accounts.

As a result, New Yorkers struggling with debt -- medical bills, school loans or car payments -- are often shut out of jobs. This unfair barrier to employment can be dismantled by outlawing employment credit checks.
Democratic Council Members Brad Lander of Brooklyn and Debi Rose of Staten Island have introduced a bill that would ban such checks in hiring except when required by state or federal laws. The measure is supported by 40 council members.
For companies hiring staff, pitches from online security firms sound appealing enough: Running a credit check before signing up a new employee will “offer insight into an applicant’s reliability and a sense of their personal responsibility,” insists employeescreen.com.
Another security firm swears employers using credit checks will “find out what you need to know.”
Maybe no economic statistic captures the continuing impact of the nation’s history of inequality better than the racial wealth gap. It has left a yawning gulf that separates whites from blacks and Hispanics. And it persists across income and educational levels in ways that have left whites who are high school dropouts with a higher median new worth greater than blacks and Hispanics who are college graduates.
Doing “everything right” — making all the optimal life choices to build wealth and get ahead, despite obstacles — is still not enough for black and Latino households to accumulate as much wealth as their white counterparts.
Many Americans believe that we have achieved black-white racial economic equality, but the data continue to show that we have a long way to go. For centuries, we have had policies to help white families build wealth at the expense of black families.
In the past 15 years the ramifications of poor credit have grown, as credit score "mission creep" has set in, said Amy Traub, a senior policy analyst with the New York-based think tank Demos and author of the recently released report "Discrediting America." Credit scores determine not just the interest rates paid on material goods, such as a cell phone or car, but also the pricing of utilities and insurance. Approximately 60 percent of employers use credit reports to screen job applicants.

She noted a study that showed while those with lower scores made more claims because they couldn't swallow the costs, the cost of those claims were not necessarily greater.
In its bombshell of a report “Discrediting America,” the nonpartisan public policy research group Demos sums up the problem for black and Latinos:
Credit reports largely mirror racial and economic divides, with African Americans and Latinos disproportionately likely to have lower scores. In turn, these communities are more likely to be offered high-priced loan products, which may contribute to more defaults, maintaining and amplifying historical injustice.
A combination of escalating student loan and credit-card debt, rising costs, slow wage growth and underemployment have accumulated debt "unmatched in modern history" undermining the economic security and financial health of young Americans aged 18-34, according to a new study.
The report, "Generation Broke: The Growth of Debt Among Younger Americans," was released by Demos, a nonpartisan, public policy group, based on the Federal Reserve's Survey of Consumer Finances as well as dozens of other sources.
