However, election fraud is at most a minor problem across the 50 U.S. states, and does not affect election outcomes, according to a 2003 study being re-released today by Demos, titled "Securing the Vote: A Report on Election Fraud."

Looking ahead to where the United States should aspire to be a decade from now, the report advances policy proposals that would be phased in over time and are bold enough to fully meet the challenges at hand. The agenda focuses on higher education, home ownership, and adequate income – three strategies that have historically been pivotal to the expansion of the middle class.
This report examines election day registration (EDR), an important reform measure that would help address some of the problems highlighted by the 2000 election. Currently, six states have election day registration - Wisconsin, Maine, Minnesota, Idaho, Wyoming and New Hampshire. As the research presented in this report shows, allowing voters to register and vote on election day helps to increase participation significantly and to ensure that all voters who arrive at the polls can vote.
