Background

A major purpose of President Biden’s March 7, 2021, Executive Order on voting (“Voting EO”) is to promote voter registration through federal agencies – a practice already well-established in state agencies such as motor vehicle departments and public assistance offices under the National Voter Registration Act (“NVRA”).

As the Voting EO points out, the NVRA contemplates that federal agencies should provide voter registration services to persons they serve, and there are many opportunities for federal programs to do so.
