Unequal Access: Neglecting the National Voter Registration Act, 1995-2007

Noncompliance with the National Voter Registration Act (NVRA), which requires voter registration at public assistance agencies, violates the rights of thousands of low income citizens across the nation. As this report shows, twelve years since the enactment of the NVRA, states across the country have regularly failed to comply with public assistance voter registration requirements, depriving low-income citizens of the opportunity to participate in the electoral process.
