In early fall of 2002, Demos published Crossing Divides, a report that explored areas of emerging common ground between liberals and conservatives on public policy issues related to poverty and economic security. The report examined four key policy areas where Republicans and Democrats came together to increase the economic well-being of low-income Americans: Making Work Pay, through legislation to expand the Earned Income Tax Credit; Building Wealth and Assets, through the creation of Individual Development Accounts (IDAs); Helping Working Families, by extending health care coverage to low-income children; and Community Development, through the creation of Empowerment Zones.
Demos held four forums across the country to bring together thinkers, advocates and policymakers from across the ideological spectrum to discuss the nature and scope of this common ground. The key questions confronted by the panelists at all four forums were: how real is this new common ground and how far can it go? Can the existing common ground that emerged in the 90's be enlarged to create a new national consensus around issues of poverty and economic opportunity?
